I don't know about the over boost swithch but you should be able to hear the fuel pump with the rear seat folded down. Confirm that the fuel pump is operating normally during cranking.
Since you said the plugs smelled liek gas I doubt the fuel pump is the problem. You also said that you have spark so the next thing to check is if possibly you have too much fuel at start up.
I've encountered this problem before with a Bosch LH fuel injection system where there is a ground fault in the ECU that causes the injectors to come on and flood the engine before it fires.
You can check this two ways; One, unplug one of the fuel injectors and connect a test light (or any 12V light) to the contacts in the plug. The light shold flicker during startup as the injectors pulse. If it comes on constant the fault is likely in the ECU.
Second, be sure the plugs aren't soked and disconnect all four fuel injectors; spray starter fluid into the intake, see if the engine starts on the starter fluid.
If you discover this is the problem, I might know someone who has an ECU. This part is exculsive to the 85 turbo. No other ECU will work in your car. That is why these ECUs are over $1000 on www.saabsite.com and let me know if have any more questions.
