Needless to say, the part from the Philly warehouse was the same one that I previously returned.
The manager at the local store agrees that I paid for a set of calipers complete with brackets and that's what I should get. He said there are 6 units of the offending part number in the entire company. He ordered 4, hoping that one of them is the complete kit. If it's not, I'm returning the whole mess and will either get a set of calipers from one of our site sponsors or try rebuilding what I've got. (I see caliper rebuild kits are available from eeuroparts and other sources.)
