Just a thought...If your making all the checks with EGR installed, Make sure the bolts at bottom of intake are tight. My latest 90 900Cvt had EGR when I first got it and wouldnt idle when cold, I took out EGR pipes and found a bolt missing from the pipe under intake.
Of corse I changed ECU at same time but idle was the great after..
