actually, your updated description (especially on the shift-up light and evap valve dtc; DTC stands for Diagnostic Trouble Code) leads to believe that your ECU may be faulty. But I don't buy it, I think you're to check (thoroughly!) power and signal ground points and wires. Refer to the nicknick post above.

I haven't disassembled LH firmware, but I believe that shift-up light is run by a map, which has RPM on X-axis and Load (read: AMM signal) on the Y-axis. I'm sure that this map is zeroed at low RPM range and whatever ECU gets from AMM under any circumstances it should not throw out shift-up light below 1500 rpm. Moreover, it should also consider the signal from speed sensor (from speedometer).
As for the canister valve: you can refer (and should refer since I'm getting this from my memory and it's no longer good nowadays) to bentley electric diagrams to see that it goesn't monitor the valve itself. Instead it just checks the output right on the ECU connector (the sensor pin is wired to the output pin which drives the valve).
