Sounds like the E-brake cable AHEAD of the rear axle. If the locating rubber 'hoop' is still intact, then (like Justin said) just pull the cable inboard/tighter and reposition - you might have to push a couple inches of cable into the car. Add zip ties if necessary. My 900's have rubbed there from time to time when the cable bows out too much...no big deal.
As for a 6" wide SPG wheel? Saab never produced this as far as I know. That would have been nice though! There were some 15" x 6" wheels for the 9000 (sunburst for example) and they fit fine on a 900.
