Boost on 1991 Turbo

I know this topic is well documented on the site but can't seem to figure out what is going on

1. Car was in base boost month ago - took off hose from APC Solenoid to wastegate and got unregulated full boost.
2. Went to adjust base boost and found the wastegate arm had no tension in and was at about 3 psi - shortened arm until BB set to 6 psi.
3. Replaced spark plugs (NGK) cap and rotor (bosch) and put new bourigard wires. Plugs gapped at .26
4. All vacumn hoses replaced, APC solenoid checked - all switches checked: brake, cruise, etc. Car idling perfectly at 850

Was getting to Red on the gauge for about a week and then.....back to base boost. Thinking it was a vacumn issue or related, I disconnected the hose to the wastegate to check and only got to beginning of Red - won't go any further.

I'm sure something happened along the way but not sure what to do. With the wastegate closed, it is my understanding that boost should fire until fuel cut-off. I previously had checked to make sure the turbine was not seized and it seemed to be fine. There was a small amount of oil in air inlet.
