There is a check valve listed as Genuine Saab on the eeuroparts website, part number 8977779 -- it's hard to see what it is, but I looked it up in the EPC and it is supposed to go inbetween the fuel pump and return line from what I can see. This would check pressure to the fuel rail.
I see your point on the key switch and the fuse jumping == I thought it was supposed to be in the on position, but I actually use the Saab tool that plugs into the round port on the fuse block.
The grounds could be related....and the grounds for the injectors that are on the head, a gang of black wires.
My guess is that there is a line disconnected in the tank that is supposed to go into the pump basket, and it's not getting filled. Then you have to have lots of extra fuel to provide head pressure to get fuel down to the potentially clogged pickup filter.
I didn't get over to the shop to look at the fuel pump from the 1989 I had to see if it had the secondary little pump on the exterior of the basket. But, I'm pretty sure that there is one, but just from recollection.
TheSaabsite dot com shows a pre pump part number 8977779 for the year 1989 turbo or non turbo. I'm wondering if someone put a pre 1983 pump in the car at some point that doesn't have a pre pump.
Conversely, I ended up with a 1982 8 valve car that had a late model fuel pump for a 16 valve. They aren't interchangeable in any way for the CIS injection system.
