I looked at the pump out of the 1989 turbo. It is like the later model ones with no lift pump, a non Bosch electric pump insert.
However, it is an odd duck on the mechanical seal ring on top --- it has internal threads instead of external threads like the 1990 to 1994 type pumps.
It is probably as simple as the ejector has fallen out of the basket and the fuel is just being pumped from the FPR return into the bottom of the tank instead of the bottom of the basket.
Roger D has posted about a loose 7mm nut on the back of the instrument panel that is the connector for the fuel level indicator. I've never done that one, but I've had the clusters out, not sure how to wiggle in there to get a sure grip on the nut to gently give it a twist.
