I feel like, but don't know, that this would be a slightly annoying swap - but the full picture would really include local emissions inspections.
I believe the '83s did not have all the emissions components that the '84+ cars did, so you'd be putting a "simpler" engine into a "more complex" engine bay. There are a pile of relays and components involved with the revised CIS emissions and I think it'd be not trivial to make it all go. Well, not difficult per se, but fiddly.
That said, these is nothing all that complex about CIS, so if you don't have to subject that '88 to inspection you can probably get away with a lot less. What, exactly, I'm not sure - you'd need to study some diagrams!
I suspect it wouldn't be a big deal to bolt a turbo onto the '88 engine. Swap the fuel distributor and injectors and ignition distributor, install an intercooler, run 8psi. Should be fine, probably be a lot nicer than an actual '83t.
If you really want a full-boost car and don't mind an engine swap, the easy button is a 16v swap... into an '88 would not be a big deal *at all*. But a turbo'd non-turbo would be a great Plan B IMHO.
