The pre pump would be OK to swap in, that isn't an issue, because all it does is replenish the basket.
It is the main pump that you have to have high pressure to overcome the mechanical check valve in the CIS fuel injector.
So, measuring system pressure and control pressure is very important, you should get a Bentley 8V manual (https://www.amazon.com/gp/product/0837603102/ref=as_li_tf_tl?ie=UTF8&camp=1789&creative=9325&creativeASIN=0837603102&linkCode=as2&tag=thesaabnetwork), and look it up. An older fuel injection Volkswagen or Porsche shop could test CIS fuel pressures with the special tools.
What you're looking for is a bigass rotor pump that is in the fuel pump assembly.
Just to give you an idea how crazy we got about it, when I found out that the same Bosch part number fuel pump in a Saab 99 was used in a Porsche 930 turbo, we added the second Porsche 930 turbo fuel pump to get it high flow and high pressure at 7 bar. Schwing.
