They should fit into a piece on the dash fascia at each hole so that the screws are each guided to their intended threaded holes to hold the dash fascia on. On my Saabs most of the holding plastic pieces broke, but after removing the dash several times you learn how to aim the screws, and which length belongs where...
Despite that I think most of the tubes are still in place on my cars if only because at one time I thought I might try to fix their holders.
