It depends on what is broken - if the clockspring is *broken*, the bag cannot deploy. If a sensor is damaged it may not detect an impact and the bag may not deploy. The light indicates an error has occurred, but it could be a transient error that has "fixed itself" or it could be a permanent error that prevents operation. When the light is flashing, you cannot predict the bag's behavior. Maybe it'll work, maybe it won't.
