One of mine was pretty banged up so I fibreglassed it... the spray glue is a contact cement not a penetrating glue (wouldn't want it to absorb into the fabric)... not sure of the adhesion to different surfaces, but likely it would stick well to primer... the key of course is that the primer needs to have adequate adhesion to the headliner material, which it probably will, but not all primers adhere in all conditions. An example being shellac based primers (which may be confused with oil based primers) do not hold up well with moisture... they flake right off leaving bare substrate. I'm pretty sure Kilz makes a shellac based primer which is a direct competitor with Zisner, and would potentially have this issue... it's main benefit is it is a penetrating stain blocker. It is doubtful that this would be an issue, unless there was a water leak (eg sunroof leak?) or condensation. Again, condensation is probably not a huge problem, but remember the roof is metal, which is a perfect vapour barrier, so if there was sufficient humidity in the car, and if that found it's way to the roof, condensed and then dripped/found it's way into the shell, a shellac based primer could separate... but of course a wet shell would probably disintegrate anyway...
Honestly, I wouldn't worry too much either way. A penetrating primer may help hold the headliner shell material together a little and is probably not a bad thing to do...
