As I recall, a break in a line does not eliminate continuity and a test light will still light, but dimmer. There is a long path around the break and the short path if the break did not exist. I used a test light and you can see the voltage drop with a dimmer light, sure you could use volt meter also. It takes time. Look for any imperfections in the line, if you find one do test light on one side and then the other. Dimmer light across the imperfection, it's a break.
