Without looking at it and figuring out exactly what's in it could make it a little hard to figure it out.
Ofcourse easy things to start look at are vacuum leaks and grounds. But figuring out what is exactly in it could make more specific tests difficult.
So figuring out what's in it would be a good start. I guess an easy way would be taking the number off the MAF. Or taking the number off the the control unit. You said he changed the fuel pump, was he changing it to a fuel pump that would match the LH system (CIS needed more pressure). Did he change the lines and take out the accumulator for the CIS. I would think checking fuel pressure may shed some light on things. These are some starting points. I have never done this conversion so not exactly sure what all would need done. Let us know.
