Fuel Pump or not

Hi, I'm just starting to diagnose a no-start on a '92 900 turbo-vert with Bentley.
The car just petered out on the road, but cranks just fine, so my first suspicion is fuel pump.
I checked the hazard <-> fuel fuse jumper, and I can hear the pump run.
I also jumpered the relay plug (pin30-pin87B), and got nothing from the fuel pump.
It looks like I've got voltage at the relay pin 86, but I don't get a voltage when cranking between relay pin 85-86 (though it's getting late, and I was contorting myself to read the DMM, it looked like I had no voltage while cranking starter.
Question is, the above, according to Bentley is pointing me down the electrical path, but when I attempted to start with the "hazard light" jumper, I didn't get a start, which makes me think fuel pump pressure/output. I have a hard time thinking I've got two simultaneous failures.
Am I wrong in expecting a start with the pump running with the hazard light jumper?
