That's gotta be a materials or assembly issue. JIC flares will hold hundreds of bar of pressure. As a practical example, I just updated the power steering system on my motorhome and that's all JIC flares (both the factory, and my replacement work) in a system operating at over 300psi. Clutch hydraulics at half that should not be a problem. If it fails, it's built wrong. Probably, as K-Saab alluded to, using compression fittings over the steel line, which is not really how you'd want to do it. Compression fittings are not typically rated for that kind of pressure.
