I read through Notnoel's excellent instructions and tried both methods of adjusting the AMM. When I tried the Anders method (voltmeter connected to test plug and set to max 20 volts) I got a reading of .82 regardless of how much I turned the potentiometer screw on the AMM. The second method (with a lead pierced through the O2 sensor's signal wire and grounded to the engine lift lug) I got a reading of .009 volts regardless of screw adjustments.
Is my O2 sensor faulty? I have a new one on hand but it's impossible to remove the old one. Might have to source a exhaust downpipe with a functional sensor in it and replace the whole piece if I need to swap the sensor...
