a build up of varnish in the throttle body can make the plate sticky - so I think your first instincts are probably good ones. Another possibility is that the accelerator cable could be getting hung up inside the sleeve. Look for an abrupt bend in the cable - or loosen it from the throttle body and check to see if it moves smoothly. Lastly, your throttle return spring could be binding up. Shoot it with some carb cleaner, then spray with lubricant.
My return spring was getting a little tired, so I added another (there's a hole in the arm to attach one, but you'll need to drill another into the mount for the acelerator cable that attached to the oil dipstick tube to attach the other end of the spring to. A helper spring was about $5 at Advance Auto ( in their misc. parts area)
