Yes without looking at it my guess would be the pump is worn and as it heats up both from use and location the tolerance in the pump becomes too big for it to build enough pressure.
If it was my car I would probably try changing all the fluid and filter. I think by 1991 the filter was there. If you follow the lines down from the reservoir you will find it down near the sway bar below the shock tower in the engine bay. I usually use the old gm clear power steering fluid or sometimes the bg power steering fluid. The gm fluid seems to be slightly thicker than trans fluid and being clearish you can see dirt in it easily. I have seen many noisy or weak pumps last for a few years this way. Good Luck, Bernie
