You are basically working with cured urethane adhesive similar to what holds the windshields in cars, so you can imagine the bonding power is substantial. To get windshields out, they sometimes cut it with wire--like a guitar string. I can't recall if the headlights are assembled in a way to use that technique.
I don't know what chemical may soften cured urethane and not harm the plastic housing or the reflective surface inside or I'd suggest soaking it face-down in a shallow pan. I know that DOT-4 brake fluid is a great paint remover that doesn't harm plastic, but it would probably take the reflector material off too. I don't think heat is the answer.
