I use rust check. Not great to spray in the car as it smells.
What you see is always the tip of the iceberg. That 9-5 dogleg was a tiny bubble/lifting of the edge of the paint from the outside, but removing trim and paint exposed the hole. You probably have similar tiny holes if you see bubbles in a fender, but that was a trivial repair. You should have seen the newer 9-5 I picked up! I could have almost put my fist through a couple holes in it!! All back together now and you'd hardly notice it. That car should last many more years now that that is fixed and I've had it rust sprayed (had never been done prior, so a decade of salt takes its tole). I will eventually post pics here.
Yes POR15 needs a little rust, or metal prep solution on bare unrusted metal. I'm a little lazy on the prep and it still works well, but the main rule (like Gremlins?) is everything must be *BONE DRY* before applying the POR15 paint. Be aware that it dries rock hard so bumps will need some filler to cover, then prime and topcoat (and optionally clear coat if your car had that). Other than the "bone dry" and warm temperatures, it is easy.
