If the compressor won't engage with 70 pounds rest pressure I'd say you do have some kind of electrical problem. You really can't tell much from system pressure with the compressor off other than that there is refrigerant present. It's not unusual depending on ambient temperature and the vehicle to see around 100 psi on both high and low sides. It's much more important what pressures you're seeing with the compressor running.
The low-pressure cutout switch can be tested with an ohm meter, it should have continuity with the system pressure you're seeing. Does the '91 have the high-temperature cutout switch in the upper radiator hose? If so that can fail as well and prevent the compressor from engaging.
If you're certain there is refrigerant in the system you can briefly disconnect the compressor clutch from the wiring harness and "hot wire" it as a test.
