I had that problem on my '90 TCV. On mine, the problem was corrosion on the connector for the start signal to the starter. It caused so much voltage drop and made the starter solenoid take a little extra time to pull in. Pull it off and replace it a few times and re-tighten the bolt from the battery cable.
It might also be worthwhile to open up the console and do a pull & replace on all of the ignition switch connectors.
These suggestions assume that the previous owner didn't make some ... um .... custom wiring modifications.
