Unless you have particular performance goals, I would suggest full suspension rebushing with Powerflex bushings, and Koni shocks. The Powerflex bushings are a distinct improvement on previously available poly bushings, though at a not insignificant price. The Konis offer adjustability not available in the Bilsteins. And IMO a better ride. Again, at a price.
Should you decide to go with lowering springs, these springs will necessarily have a higher spring rate, which will improve handling at the expense of ride quality. They will also exacerbate a rear end alignment issue, which can be remedied by relocating the rear axle and installing an adjustable Panhard bar. This also mitigates rear wheel well clearance issues when mounting larger than stock wheels.
Wheel choices are largely limited to wider width offerings from the 9000 series, in both 15" and 16" sizes. Other, more complicated options are available as well.
Tires are another area of limited option. As this is a constantly changing market I'll not risk any comment.
Lastly, I heartily endorse the acquisition and installation of a rally skidplate, as firstline defense of your transmission. The lower you go, the more hazardous the road/body interface becomes.
For comparison purposes, I drive a 1993 900T CE, with factory lowered suspension, rebushed with Saab OEM rubber, except for Powerflex in the sway bars. The car is fitted with Konis, set at #2, front and rear. The rear axle is relocated and fitted with an adjustable Panhard bar, allowing the rear end to be aligned to neutral (thanks Landjet!) I'm running 205/60-15's on 15x6 9000 cross spokes. Additionally, the brake system was rebuilt with all new 9000 components. And a rally skidplate.
At slow speed on city streets the ride can be jarring. I feel every crack in the road. At highway speeds it is incredibly smooth, hunkering down as the aero takes effect. The handling is precise at any speed. Also handles neatly on dirt roads.
As you consider your end result, think also about the everyday experience. While I revel in the data rich road feel, my passengers are often less sympathetic to the vibration levels. Fortunately, I usually travel alone.
