You said the vibration is felt primarily through the steering wheel but don't mention that the engine is misfiring. Makes me wonder about accessory mounts-- in particular, the alternator bushings. I don't have personal experience with this scenario, but could imagine that a wobbling alternator could induce vibration through the steering shaft. Going out on a limb here, but perhaps when the engine is under load, the (alternator-induced) vibration could be diminished owing to slight displacement of the alt and crank pulleys. By similar reasoning, you might also want to check the PS pump mounts and belts driven by the crank.
