Mr Sandy is correct -- you can touch the spade connector to ground and the gauge should peg -- I think you have to have the key on.
If the gauge doesn't peg, it isn't the sender.
More than likely, the wire connector dislodged from the sender.
Be VERY careful when installing a new sender. I've had new ones that didn't have pipe thread, and they put up a heck of a fight to be turned into the head, then snapped off. Fortunately, I had a bunch of other stuff out of the way, and it was accessible to remove with an easy out. The mfr had used straight cut threads instead of a tapered thread, finally I found one that would go in the way it should.
