Recommended TD-04 Turbo re-hab......

I've got my '97 Aero back, from its summer engine swap (spun rod bearing..)it received a '98 CSE engine which had the Garret low pressure turbo on it. I have the TD-04HL15T back now, and as it was a working turbo I want to get it back in. I'm not in a hurry, but since the new engine has so much life compared to old one, I want to evaluate it correctly, or rebuild/upgrade as the best option. There are no local turbo shops here, or tuners that will contact me back.. so I'm conflicted on how to proceed.....Install it back as is? Send it away for rebuild ( 19T upgrade maybe ???) I already have a abbott sport exhaust on the car, and planning on installing a modded ECU by next spring.... BTW, I do have the older original turbo too, as it was replaced at 75 k back in 2004. I was out of town when that went, and the car was blowing white smoke, I limped it to a saab dealer in the area, where it was diagnosed as a turbo problem. Meanwhile the low pressure turbo is working fine, although I'm probably getting 4-5 mph less is fuel efficiency. What is the best way for me to evaluate the td-04 without tearing it down ? Ideas? suggestions? Tips?
