time to expose the alarm module

Take your trusty meter and using its record function, or with someone else turning the ignition key, try to measure that 11.9/12volts at pin 20 of the alarm module with the console shifter in park. No voltage means open console switch or broken wire.

If you find 12 volts at pin 20, proceed to jumper pins 20 and 8 to take the alarm module out of the circuit. The theft relay should latch every time your second pair of hands turns the ignition to START. If the jumper is in place across the module and the relay does not actuate, open the relay panel below the airbag. Apply 12 volts directly to pin 2 of the theft relay socket and the solenoid should engage (attach a ground to the ground point at the left of the relay panel). No solenoid engagement means the wire is broken/open from the relay pin 2 to the solenoid.

You have most likely:
a broken wire 80% probability
an open console switch 70% probability
a failed alarm module 50% probability
a failed theft relay 30% probability
