Fuel pressure while cranking WILL be low.

I'll admit your case is a real puzzler. But you shouldn't be so quick to assume the fuel pump is the problem. If as is the case on many of these older cars the fuel line check valve leaks down, then the pressure while cranking WILL be low as the starter is hogging all the juice.

I'd seriously doubt the filter could be a part of the problem, I think you're right in ruling it out.
