If you heat the nuts till they glow, for which a MAPP gas torch is far better than standard propane, and still attainable for a common shop, unlike oxyacetylene, then they should start loose on the threads regardless of rust.
Get them just moving and then quench by squirting oil on threads. Don't breathe in the white cloud of oil mist. Then remove nut all the way.
Of course I had the rotten luck to have studs that had already started to part, just at the block surface. So I wasn't able to get two of them out, had to drill.
But once nuts are off slide washer and sleeve off and lock onto stud well with 10" visegrips, or maybe double nut it, to take them out.
If you just start to loosen, or to tighten, without heating nuts up first, you're far more likely to have the stud snap off.
