I'm no expert on this but it seems to me that if everything else on the car works it is not going to be the ignition switch.
Since the no-start happens even when cold, that most likely eliminates the CPS, although it's still a candidate.
That leaves the FP relay and the pump. Or a ground.
Do as Marvin suggests because that tests the FP relay and if you always get juice to the pump then you are narrowing it down to the pump.
You can probably do as you suggest and get the pump to run continuously, but that could actually mask the problem. The heart of the pump is just an electric motor that spins. If it has a worn or flat spot on it--and happens to stop at that spot--then it will have trouble getting going again. Have you pounded on the tank when it is not starting to see if that makes a difference? That could give you a hint.
