The Cap is typically removed from the car, placed into a fixture and is tested for leaks. No if's ands or buts on that one.
My car passed happily despite 'that' hose being split open.
All that concerns the Minimum Wage drudge is meeting the requirements of the proscribed test. Once the Simian dropped the cap and broke it.. without saying a word... lovely.
Emissions testing is utterly redundant these days. Just operating on inertia. Keeping the testing Morons employed is all.
