If the ABS light comes on at startup, as in before the wheels turn, then there is likely issue with the pressurization (pump issue ?)or circuitry/connections rather than a wheel sensor malfunction.
I'd try cleaning the main contacts/plug to the abs pump.. once you get at it. Also a ..full... drain and flush of the Brake fluid, based on the possibility that the fluid may have oxidised and possibly become viscous over the preceeding 15 years?
Bit of a pain to do well, but at least it doesn't involve throwing pricey parts at it.. yet.
