Note that bearing in Scantech pulley is SKF.

And made in France. Of course, it could be ScanTech orders a lower grade of bearing, with poorer alloy, shallower case hardening, less grease, but I'm not sure SKF makes such a thing.

Since the bearing is the heart of the pulley and since the rest seems of fine material and fit and finish and since as derf says he has, I too have had good experience with them, I think they're probably fine.
