The rod that links the wastegate to the vacuum capsule tends to sometimes fall off when the little clip that holds it rusts away. You can reattach this blind from above, with a little hairpin shaped wire pin you can buy at a hardware store. To see it I think you need to drop the plastic splash pan that's behind the valance.
With that linkage off it dumps all boost.
If as you mention on your second post in this thread your older CS was upgraded to CSE, you wouldn't really need the CSE turbo. What gives the big kick is the switch from low pressure turbo to full pressure turbo, and what they do to make that switch is, bring the boost pressure controller over from the CSE, black unit that screws onto radiator fan housing with two torx screws, and its hoses. Note how they run on your other car and do the same. Wiring plug is there for it on the CS, zip tied back out of the way.
Also need the CSE ecu, which mounts up under the "aquarium" cover ahead of the windshield wipers. You swap it for the CS ecu. Pretty easily done, I think a hex-head screw that holds a grey plastic connector onto the tinwork there, pry back two parts of the galvanized metal holder for the ECU with your thumbs while sliding it upwards, slide it out, swing back and release the multiwire connector latch, and remove the braided copper grounding strap. Reinstall all as was with new ECU.
If your old car got a boost gauge too to show the performance, you can swap that over too.
