I would start by adding the higher pressure boost setup found on Aeros and CSEs, i.e. an upgraded ECU (either Aero or CSE versions) for the appropriate year, along with the required boost control solenoid. For the Boost Control solenoid, you can either find a good used one, or I would buy a kit made by Newton Systems that converts the old, expensive and less reliable original version to the cheaper, more robust one used on 9-5s. The stock 1995 - 1997 CS models have 170HP, the CSEs have 200HP. The wiring for the boost control solenoid should already be in place on your car.
As far as the ECU, you can use an Aero ECU for the proper year with this setup - I have been using one for 6+ years and it does put out noticeably more power over the stock 200HP CSE version, but not as much as with the larger Mitsubishi turbo found on manual Aeros, which make 225HP.
