Check and repair the solder joints on the flasher relay circuit board. They are likely cracked.
I had this same issue with my '97 Aero. the turn signals were operational, but the hazard lamps would only flash momentarily after pressing the switch and then stop. Some times a slap of kick to the passenger side under-dash area would get them going again, but usually on for a few flashes. Pulled the relay and sure enough the solder joints were splitting.
Its a quick fix.
