I had this problem for years on my '92 9000CD but it would always start if I turned the key enough times - sometimes six or eight times. I eventually wired a 12v relay so the wire to the starter solenoid would activate the relay, then I ran another wire directly from the 12V positive connection on the side of the battery through the relay to the solenoid. Now it starts first time without fail. It has to do with the voltage drop on that wire going to the solenoid from the ignition switch through all of those other parts like the neutral safety switch and alarm. You can also activate the starter in an emergency from that round plug on the cowl under the hood. If you turn the key to the ON position and connect two of the terminals the starter will activate. I always carried a short piece of wire just in case but never needed it. Let me know if you need to know which two terminals and I'll look it up.
