Fuel venting issue

A few months ago I replaced the whole fuel pump assembly. I've noticed inconsistent reading on the fuel gauge (usually off by an eighth of a tank or so), but it didn't bother me because I'd just refill when I go to around 300 miles since the last fill up. I also noticed that sometimes I'd get a big whoosh when I removed the gas cap, but not always.
Sure enough this morning the car would not start. I had about 270 miles since last fill up and the gauge read half full, which is even odd for my car. I added a few gallons and still no start (a big whoosh when I removed the gas cap to add fuel). I took a look under the car and sure enough the tank is pulled away from the straps.
I've been searching the forums for a while and can't seem to find a definitive answer on how to fix the issue. I'm fine pulling the new pump and popping out the tank using a wooden stick or something similar. From the forums it sounds like it can either be the charcoal canister, the vented/non-vented gas cap, the fuel tank breather hose, or some fourth reason. I will continue to search the forums. Unfortunately most post tell me what the problem could be but not how to fix it.
