If you want the repair to last replace the pad. I've had to repair my heated drivers seat numerous times, the wires get brittle with age and keep breaking in different places. Be aware that if you're unlucky enough for the pad in the seatback to break (like mine) it is essentially unrepairable unless you have Aero seats. (I used resistors to bypass the heater pad in the back so the bottom would still work.)
Don't know about the lumbar support, mine also flops around with no apparent affect and I have not attempted to repair it. I suspect though that due to the way the seat back is constructed it would be very difficult to get in there.
