Respect for your caution in using the cement too but really it shouldn't be needed, Noel. The mild steel of the tubing is the filler and sealer, it gets molded tight to the cast iron ahead of and behind it.
They're flared-end fittings, soft mild steel tube flared to a bevel, pressed against a cast-iron bevel face by a cast-iron beveled flange. Get it all hung and loosely fastened, line it all up, tighten gradually, then tighten properly tight. It should be all set, especially on all-new work such as you're advocating.
Exhausts like the 9000s make a muffler shop optional.
I personally don't see anything wrong with changing one piece of the exhaust if the others are still sound. Yeah, they'll fail sometime but you can change them when they do if you want to wait.
