I'm very impressed you have a 9000 in Chile. I was there a couple of years ago and recall seeing only one Saab, and certainly no 9000s.
I agree that the fan running a few minutes after shut off is normal. If it's no more than ~4 minutes I don't think there is a concern. Perhaps you are just noticing it more as you are now paying more attention to the electricals due to the other issues or because it's now summer down there and hotter? If there is an issue, I would suspect the relay, which is easy and inexpensive to replace.
I had a similar issue with the radiator, where temperature was fine most of the time but would go near the red on long up hill climbs. I eventually replaced it and it solved the problem. At least in the US good quality replacement radiators are readily available and inexpensive. If it's never going into the red though you are okay, it's just no fun watching the gauge and worrying.
I often had to leave my car sitting for 2 or more week. It was very hard on the battery so I installed an inexpensive knob between the battery and cable to easily disconnect it when I was away. I would still be concerned by the dash and ignition lights issue though. This could be an ignition switch problem (another fairly easy and inexpensive repair).
