On the 97 CSE, you said that you "switched the orange relay" - what does this mean, i.e. did you swap it with the one from the Aero (a car that also has headlight problems), an unknown spare, or did you put in a new one? Over my many years of 9000 ownership, I have had numerous failures of solder joints in the orange headlight control boxes; I always fixed them by reflowing the solder connections between the connector lugs and the circuit board.
The "dim headlight" issue may also be a ground connection if the orange box doesn't change things. I had a repeated issue like this due to corrosion in the connector (probably the ground connection) between the right side headlight unit and the four wires that go to the main wiring harness. Unclip and pull off the plug, gently scrape off the lugs on the headlight. While in the area, clean up the ground connection to the body just aft of the headlight. You may want to pack the connector with something (dielectric grease?) to slow down the corrosion.
