The usual bad cruise control modules are on 1992 to 1994 9000's which use part number 41 08 650 - your 1991 probably has an older version of this module, which is more robust (not to say that it can't fail). On my 1994 car, this is located directly above the driver's left knee, tucked in a little plastic clip just inside the dashboard where it curls away from the driver (have to remove the panel below the dashboard to get to it).
The "base boost only" failure on my car was due to the cruise control ECU sending a "cruise engaged" signal to the main engine ECU (either +12V or ground on one wire, I forget which, but it's in the writeup); note that this is different from the "cruise on" signal. When cruise is "engaged", the ECU will limit boost to base boost so the car doesn't accelerate like a rocket when you aren't expecting it!
An easy way to get rid of this variable is to just unplug the cruise control ECU - with the plug left hanging, there is no "cruise engaged" signal that will interfere with the main engine ECU.
