Only true way to test is to fill your tank full, reset your trip meter and drive your normal routine. Then fill it full again and divide the number of miles you drove by the number of gallons you put it the tank. I do this every time I get gas on my 1993 Aero and it is always around 25 with mixed driving. All highway it will get up to 27 but lots of city and I see it drop to 22.
I do know that my Dad has a 1998 CSE automatic and it gets far worse mpgs. Like his highway average is only 25 and mostly city driving will drop it to about 20.
