Did you mention the mileage? Are the struts/strut mounts the originals?
If they have high miles, it could be that the strut mounts are 'kaput'.
Only way I have found to determine this is by removing the entire strut assembly. With strut on the bench there should be no play between the strut mount and the strut body.
Hope you find the culprit
