On a '96 the fan is not commanded on by a thermoswitch. It is commanded on by the EDU based on the signal the EDU receives from the temperature sensor. The temperature sensor that feeds the EDU is located at the end of the engine head on the driver's side (USA Saabs). You can find it between and slightly below the upper radiator hose and upper heating hose. You have to follow the wire to the connector which is located below the throttle body. The fan runs continuously when this sensor is disconnected.
I would start by disconnecting the temperature sensor's connector to see if the EDU turns on the cooling fan.
There is a relay located under the hood that is involved with the cooling fan. It is located in a box located near the battery, the same box that holds the infamous orange lamp control relay. It is a small relay, about 1" x 1" x 1". You may have noticed when the cooling system was working that sometimes the cooling fan would continue to run for a minute or so after you turned off the engine, then turn off. That relay is what turns the fan off. If the relay fails the fan will run until your battery is drained. Ask me how I know.
I don't know if the relay has other failure modes that could result in the fan not turning on. It's a dirt cheap part and easy to replace.
