Windshield washer not functioning

My son said that, while he was driving the car over the last several months, he windshield washers got progressively worse. Now nothing from any of the four jets. The motor on the side of the washer reservoir makes noise when trying to activate the washers, so motor is good, it would seem. IIRC, isn't there something about the in-line valves?
