Or other faults can occur. The valves include one down under the car, just upstream of the tank, as I recall, as well as under hood near nozzles.
The check valves can be pried apart and popped back together with a section of tough plastic bag subbing for the original diaphragm. Can stick out on all sides once it's popped together and still work fine, don't need to cut a perfect disk.
The tank is prone to a crack down low near where the steel rod that has a stud and nut on it to hold it to the body comes out of the tank.
Some Saab specialty shops have a good goop for resealing the tanks. Tank sits ahead of passenger wheel, covered by the front fender liner, and is a royal pain to remove, far better to patch it if this is the problem. Pop the cover and look in and see if there's fluid in it. If not could be a leaky tank or a leaky check valve down next to it.
